Settings have options that should only be available to site administrators instead of all site users. For example, "General > Each user has his own folders?" really should only be available to site admins based on the impact it has on all users. Maybe "site settings" and "current user settings" sections with capability permissions preventing Authors and Editors from making site-level changes would be another improvement.
